The Philippine Amusement and Gaming Corporation launched the PAGCOR Guarantee website on June 18, 2025, a page where the public can check the legitimacy of online gaming providers1. The site is at https://www.pagcorguarantee.ph/1.

PAGCOR said the site "features a regularly updated list of licensed internet gaming platforms under PAGCOR's oversight," and that players can enter the gaming sites directly through the page1. The regulator stated its purpose plainly:

"PAGCOR created this website to shield the gaming public from criminal activities arising from illegal online gaming sites. All sites listed here are guaranteed by PAGCOR to be legitimate."

Chairman and CEO Alejandro H. Tengco said the platform lets players verify whether a site is duly licensed before playing or making any payments, and urged the public to check legitimacy before engaging in online gaming. He cited a growing number of complaints against gaming sites that do not pay players their winnings1.

"Illegal online gaming sites not only endanger players but also erode public trust and deprive the government of vital revenues. The PAGCOR Guarantee is a key component of our regulatory framework to protect both the industry and the Filipino people."
Alejandro H. Tengco, PAGCOR Chairman and CEO1

The launch sits alongside other PAGCOR measures reported for 2025. PAGCOR cut its fee rate for Electronic Casino Games from 35% to 30% effective January 1, 2025, describing it as an effort to strengthen the legal online gaming market and curb illegal operations, with integrated resort operators lowered further to 22%2. The agency also reported total revenues of Php106.03 billion in 2025, down 5.09% from Php111.71 billion, attributing the softer result partly to stricter controls in online gaming and tighter payment regulations2. It said the offshore gaming ban removed a segment that contributed nearly Php3 billion in 20242.

What it means for players

For anyone gambling online in the Philippines, licensed or not, the new page gives a single official place to confirm whether an operator appears on PAGCOR's list of licensed internet gaming platforms1. PAGCOR's stated position is that only sites on that list carry its guarantee of legitimacy1. The regulator linked the launch to complaints about sites that do not pay out winnings, so a check before depositing or playing is the practical use of the page1. The list is described as regularly updated, but no schedule for updates has been reported1. PAGCOR has not said what action it takes against sites that appear on the page and later lose their license, and it has not reported how many platforms are currently listed1.

What happens next

No further steps tied to the PAGCOR Guarantee site have been announced. PAGCOR's 2025 annual report lists other dated measures in the same period, including an Online Self-Exclusion Application launched on October 1, 2025, and a partnership with the Ads Standards Council formalized on July 16, 2025 covering pre-screening of gambling advertisements2.
