The Philippine Charity Sweepstakes Office (PCSO) boosted the prize fund for Super Lotto 6/49 in December 2023, PCSO General Manager Mel Robles said at a Senate games and amusement committee hearing on Monday, March 18, 20241. Robles gave the date while responding to questions about a bettor who won P640 million on the 6/49 game on January 16, 20241.

At the same hearing, Senator Raffy Tulfo presented four cases of people said to have won the lottery multiple times in the second half of 2023, and asked the Anti-Money Laundering Council to investigate the 6/49 winner, who he said placed three P30-million bets at three lotto outlets in the Binondo area of Manila using system 12 play, a total outlay of P90 million1. Tulfo said the bettor staked that amount knowing the PCSO had added to the pot from its prize fund1. Robles denied any collusion with the bettor1.

The four repeat-win cases Tulfo raised were:

CaseWinsTotal collected
Person A14P1.026 million
Person B36P8.325 million
Person C13P378,000
Person D17P561,966

Person B was said to have won P225,000 nine times each in August and November 20231. PCSO officials said all the multiple wins were in digit games, 2D and 3D lotto, where the odds of winning are higher than in jackpot games such as 6/42, 6/45, 6/49 and 6/58, and that no winner had won more than once on a jackpot game1.

Lauro Patiag, PCSO assistant general manager for general services, said the people on the list were claimants collecting on behalf of bettors, not the bettors themselves1. Missel Hamak, branch manager of the PCSO's Agusan del Norte branch, identified the Person B claimant as a lotto agent who owns an outlet in Butuan City, Mindanao, and said the agent collected winnings for bettors who placed P500 bets on 3D lotto1. Hamak said players prefer a P500 3D bet because the prize stays below the P300,000 ceiling above which winnings must be collected in Manila1. A P500 3D bet wins P225,000, and the normal bet is P101. In 2D lotto, a player picks two numbers from 1 to 31, can bet from P10 to P500, and the PCSO holds three 2D draws daily1.

The PCSO said in a statement:

"some winners would not want to go to their branch because of added expenses, so the lotto agents would act as Good Samaritans or do it for them."

PCSO officials said the claimants did not give tax identification numbers because they were collecting on behalf of others, while Ralbert John Tibayan of the Bureau of Internal Revenue's Legal and Legislative Division said records showed the bettors in the cited cases all had TINs1. Arnold Kabanlit of the AMLC Secretariat's Detection and Prevention Department said a P90-million bet was "quite out of the ordinary" but that the council would have to check for a link to unlawful activity before it could qualify as money laundering1.

What it means for players

The hearing did not change any rule for people who play PCSO lotto games in the Philippines. What it set out is how prizes are collected in practice: winners of smaller digit-game prizes in provinces far from a PCSO branch have had lotto agents claim on their behalf, which is why one name can appear many times in PCSO records1. The P300,000 threshold matters for anyone weighing a large 3D or 2D bet, because a prize above it has to be claimed in Manila1. The PCSO said no jackpot game winner has won more than once1. How state and licensed lotteries handle claims and tax identification varies across Asia, and the pick-6 games such as 6/49 sit at the low-probability end compared with digit games1.

What happens next

Tulfo asked that the lotto agent who claimed winnings 36 times be summoned to the next hearing, and asked the AMLC to investigate the P90-million 6/49 bettor1. No date for a further hearing has been reported1.
