Two sections of Singapore's Casino Control Act 2006 were repealed with effect from 1 August 2022. The repeals were made by Act 15 of 2022, according to the official text of the Act published on Singapore's Statutes Online1.

The repealed provisions sit in Division 4 of Part 6 of the Act, which deals with entry to casino premises. Section 120 and Section 124 now appear in the Act's arrangement of sections as "[Repealed]", each carrying the annotation "[Repealed by Act 15 of 2022 wef 01/08/2022]"1.

The surrounding sections of that Division remain in force. Section 121 covers exclusion orders by the Authority, Section 122 covers exclusion orders by the Commissioner of Police, and Section 123 sets out the duration of exclusion orders1. Section 125 makes it an offense for an excluded person to enter casino premises, Section 126 requires the casino operator to bar excluded persons, Section 127 covers their removal, and Section 128 provides for forfeiture of winnings1.

The Act's text does not state what Sections 120 and 124 previously provided, and no explanation for the repeal appears in the published legislation. The subject matter of the two repealed sections has not been reported in the material available.

The Act also records other changes on the same timeline. Act 1 of 2022 took effect on 1 March 2022, and Act 14 of 2022 took effect on 1 August 20221. The Gambling Regulatory Authority of Singapore is named in the Act as the Casino Regulatory Authority of Singapore continued and renamed under section 3 of the Gambling Regulatory Authority of Singapore Act 20221.

The Act limits the market to two casinos. It states that the Authority must, during the period ending on and including 31 December 2030, ensure that there are not more than 2 casino licenses in force at any particular time, and that a casino license applies to one casino only1.

What it means for players

The repeal changes the text of the Casino Control Act, not the rules a player meets at the door. The exclusion order powers in Sections 121 to 123, the offense of an excluded person entering casino premises in Section 125, and the bar on minors entering in Section 132 all remain in the Act1. Anyone subject to an exclusion order or a visit limit under Part 10 continues to be covered by those provisions, which were not part of this repeal1.

For locals, expats and visitors at Singapore's two casinos, the practical position on entry, exclusion and forfeiture of winnings is unchanged by this repeal as far as the published Act shows. The Act's entry levy provisions in Sections 116 and 117 also remain1. More detail on the jurisdiction is in the guide to gambling in Singapore.

What happens next

No further steps connected to this repeal are set out in the published Act.
