Macao's Secretary for Economy and Finance, Tai Kin Ip, signed Directive No. 89/2025 on October 30, 2025, permitting concessionaires licensed under Law No. 16/2001 to operate a game called Fortune 3 Card Poker inside casinos1. The directive approves new implementing rules for the game and takes effect the day after publication1.

The directive states that concessionaires must offer at least the base bets, and may not run the side bets on their own without the base bets1:

"一、許可第16/2001號法律《娛樂場幸運博彩經營法律制度》所指的承批公司在娛樂場內經營名為“富貴三寶”( Fortune 3 Card Poker )的博彩活動。"
Directive No. 89/2025, DICJ1

Under the rules, the Ante bet and the Pair Plus bet are base bets, while the Six Card Bonus and the Progressive Jackpot are side bets1. Each table has six to eight boxes, one of them the dealer's, with the others open to seated players1. Players bet within the table's posted limits, may bet on only the box they are seated at, and may not bet through another person on more than one box; no bets may be placed after the dealer deals the first card of a round1.

The rules set payouts for the base game, the Pair Plus bet and the Six Card Bonus1:

Bet or handPayout

Ante bonus, straight flush5 to 1
Ante bonus, three of a kind4 to 1
Ante bonus, straight1 to 1
Pair Plus, straight flush40 to 1

Six Card Bonus, straight flush100 to 1
Six Card Bonus, four of a kind50 to 1
Six Card Bonus, full house20 to 1
Six Card Bonus, flush15 to 1
Six Card Bonus, straight10 to 1
Six Card Bonus, three of a kind7 to 1

If the dealer's hand is lower than a queen, the player is paid an amount equal to the Ante bet and any raise is returned; if the dealer holds a queen or higher, play continues1. A player who has bet the Ante and wants to stay in the hand must raise by the same amount, or forfeit the Ante bet1. The rules also bar players from recording results in any way, making predictions or devising betting strategies, and bar seated players from leaving the table mid-hand or revealing their cards1.

The directive repeals Directive No. 78/2008 and Directive No. 97/20081. Games of this type already operating before the directive takes effect will be governed by the new rules from that date1. The DICJ page notes that certain provisions on three of a kind, straight and flush were amended by Directive No. 94/20251.

What it means for players

Fortune 3 Card Poker is now a permitted casino game in Macao, so players in the city's casinos may see it offered under a single set of rules and payouts rather than the earlier 2008 framework. The rules fix the minimum offering: a table must carry the Ante and Pair Plus bets, and the Six Card Bonus and Progressive Jackpot cannot be offered alone. Betting is limited to the box a player is seated at, and no bet may be placed once the dealer's first card is out. The rules also prohibit tracking results or using a betting system at the table.

What happens next

The directive took effect the day after its publication, which was October 30, 20251. The DICJ page records that three provisions were changed by Directive No. 94/2025, but no date or further detail on that directive appears on the page1.
