The Philippine Amusement and Gaming Corporation (PAGCOR) announced on 4 September 2025 that its lists of approved brands and domain names for accredited Gaming System Administrators and Integrated Resort licensees with online gaming platforms have been updated and posted on its website1. The memorandum was issued by the Electronic Gaming Licensing Department to gaming system administrators, gaming venue operators, integrated resort licensees, gaming affiliates and support service providers1.

The lists are published at https://www.pagcor.ph/regulatory/cegs.php1. PAGCOR said parties with questions about the lists may coordinate with the Electronic Gaming Licensing Department until 11 September 2025, after which the lists will be treated as final1.

"all previously registered main brand and domain names along with the sub-brand and sub-domain names /URLs not found in the final lists shall be reported to the Department of Information and Communications Technology for blocking"

The memorandum does not name any brand, domain or operator, and does not state how many entries appear on the updated lists1. It also does not say when any blocking requests will be sent to the Department of Information and Communications Technology, or how long blocking would take1.

What it means for players

The lists cover brands and domains tied to PAGCOR-accredited Gaming System Administrators and Integrated Resort licensees with online gaming platforms1. A domain that does not appear on the final list is to be reported to the DICT for blocking, which means players in the Philippines could lose access to it1. The memorandum does not say which domains are affected, so players who want to know whether a particular site is on the list have to check the PAGCOR page directly1. The status of offshore sites that never held a PAGCOR accreditation is not addressed in the memorandum1. What happens next

The inquiry window closes on 11 September 2025, after which PAGCOR says the lists are final1. Domains not on the final lists are then to be reported to the DICT for blocking1. No date has been given for that referral or for any resulting blocks1.
