The Philippine Amusement and Gaming Corporation (PAGCOR) temporarily suspended operations at CF Mactan Isla on September 13, 2025, according to the agency's 2025 annual report1. The report states that the temporary suspension impacted slot machine revenues1. PAGCOR did not give a reason for the suspension, a reopening date, or the number of employees affected, and none of those details appear in the report1.

The suspension was one of several changes to PAGCOR's Casino Filipino network during 2025. CF Tagum and CF Grand Imperial Opol, both under CF Grand Regal in Davao, ceased operations on February 15 and April 30 respectively1. CF Mandaue ended operations on June 18 as a 100% PAGCOR-run site and will transition to a revenue-sharing property in the first semester of 20261. CF Midas in Pasay closed on December 71. Against those closures, CF Majesty in Mandaluyong City, under Satellite Operations Group 4, began operations on August 16, and CF Dragon Royale in Bulacan officially opened on November 171.

PAGCOR reported total revenues of Php106.03 billion in 2025, a 5.09% decline from Php111.71 billion in 20241. The agency attributed the softer result to weaker land-based gaming earnings, stricter controls in the online gaming sector, tighter payment regulations and enhanced oversight1. It also said the year-on-year decline was influenced by the offshore gaming ban, a segment that contributed nearly Php3 billion in 2024 but was no longer part of its revenue base in 20251. PAGCOR contributed Php66.95 billion to nation-building efforts in 2025, down from Php68.20 billion the previous year1.

The report also set out other regulatory changes during the year. PAGCOR cut its fee rates for Electronic Casino Games from 35% to 30% effective January 1, 2025, with rates for eCasino Games operated by integrated resorts lowered further to 22%1. It launched the "PAGCOR Guarantee" website on June 18, where the public can check the legitimacy of online gaming providers, and the Online Self-Exclusion Application on October 11. On July 16 it formalized a partnership with the Ads Standards Council on pre-screening gambling-related advertisements, and on July 17 its Board approved a revised responsible gaming tagline1.

What it means for players

CF Mactan Isla is a Casino Filipino venue, part of the state-run chain rather than a private integrated resort. Its suspension means slot players who used that site have to look elsewhere in the meantime, and PAGCOR has not said when or whether it will reopen1. The wider pattern in the report is a shrinking Casino Filipino footprint alongside new openings, so the venues available to players in a given area can change within a single year1. PAGCOR's separate moves on online gaming, including the lower eCasino fee rates, the legitimacy-check website and the self-exclusion app, apply to online play rather than to this venue1. Details such as entry rules, hours and game availability at individual Casino Filipino sites are not covered in the report1.

What happens next

CF Mandaue, which ended operations on June 18 as a 100% PAGCOR-run site, is to transition to a revenue-sharing property in the first semester of 20261. No reopening date for CF Mactan Isla has been reported1.
