The Philippine Amusement and Gaming Corporation published an updated list of accredited gaming system administrators (GSAs) and online gaming platforms of licensed casinos on 22 August 2025, together with the brands and domain names or URLs assigned to each one. The notice came from the Electronic Gaming Licensing Department (EGLD) under the I-Gaming Licensing and Regulation Group, and was addressed to all GSAs, gaming venue operators, integrated resort licensees, gaming affiliates and support service providers1.
The list is available on the PAGCOR Regulatory website, and the memorandum states it "may now be viewed or downloaded at the PAGCOR Regulatory website at the link: https://www.pagcor.ph/regulatory/cegs.php"1. The notice ties the update to recently issued guidelines on the streamlining of gaming brands, and describes the list as covering "the updated List of PAGCOR-Accredited Gaming System Administrators and Online Gaming Platforms of Licensed Casinos, with the corresponding approved/assigned brands and domain names/URLs to each GSA/Licensee"1.
The EGLD asked recipients to review the list and raise any concern or clarification within seven days of publication. In its words:
"coordinate any concern and/or clarification to the EGLD within seven (7) days from the publication of this notice"
After that window, the memorandum states, "the brands and domain names/URLs indicated therein shall be final and deemed duly accepted by the concerned GSA/Licensee"1. The notice was signed for Jeremy B. Luglug, with copies to the OCCEO, the VP of the IGLRG and the A/AVP of CMED-EG1. The number of GSAs, licensees, brands or domains on the list has not been reported, and the notice does not name any operator or web address individually.
What it means for players
The list is the reference point for which brands and web addresses PAGCOR has approved for accredited GSAs and licensed casino online platforms in the Philippines. For players in the Philippines, including locals, expats and visitors, it is a way to check whether a site's brand and domain match what the regulator has on record, rather than relying on the site's own claims. The PAGCOR license guide and the general guide on how to check a gambling license set out how to read a license entry; the wider license registers page covers where regulators in the region publish their licensee lists. Background on the market is in Can I gamble in the Philippines?, and the regulators and licenses section explains who licenses what across Asia.
Because the list is subject to a seven-day review, entries could still change before they are treated as final. A brand or domain that does not appear on the published list has not been shown to be approved under this notice.
What happens next
The seven-day period runs from publication on 22 August 2025. If no concern or clarification is raised with the EGLD within that window, the brands and domain names or URLs on the list become final and are deemed accepted by the relevant GSA or licensee1. PAGCOR has not said whether it will publish a further revised list after the review period.
