The Philippine Amusement and Gaming Corporation (PAGCOR) opened CF Majesty in Mandaluyong City on August 16, 2025, according to the agency's 2025 annual report. The site operates under Satellite Operations Group 41.
The opening was one of several changes to PAGCOR's Casino Filipino network during the year. CF Tagum and CF Grand Imperial Opol, both under CF Grand Regal in Davao, ceased operations on February 15 and April 30 respectively, and CF Mandaue ended operations on June 18 as a fully PAGCOR-run site, with a planned transition to a revenue-sharing property in the first semester of 20261. CF Dragon Royale in Bulacan officially opened on November 17, CF Mactan Isla was temporarily suspended on September 13, and CF Midas in Pasay closed on December 71.
PAGCOR reported total revenues of Php106.03 billion in 2025, down 5.09% from Php111.71 billion in 2024. The agency attributed the decline to weaker land-based gaming earnings, stricter controls in online gaming, tighter payment regulations and enhanced oversight. It also said the offshore gaming ban affected the result, as that segment contributed nearly Php3 billion in 2024 but was no longer part of its revenue base in 20251.
On the online side, PAGCOR cut its fee rate for Electronic Casino Games from 35% to 30% effective January 1, 2025, with a further reduction to 22% for eCasino Games operated by integrated resorts, which it said offsets higher brick-and-mortar operating costs1.

What it means for players
CF Majesty gives players in Mandaluyong City and nearby parts of Metro Manila another PAGCOR-operated Casino Filipino venue, alongside the closures and openings listed above. PAGCOR has not published entry rules, floor hours, game mix or minimum bets for CF Majesty, so those details have not been reported.
For anyone checking whether a venue or an online operator is licensed, PAGCOR launched its "PAGCOR Guarantee" website on June 18, where the public can verify the legitimacy of online gaming providers1. The agency also launched an Online Self-Exclusion Application on October 1, 20251, and approved a revised responsible gaming tagline on July 17, 2025, changing it from "Game Responsibly, Keep It Fun" to "Gambling Can be Addictive, Know When To Stop"1.
Advertising rules also changed. PAGCOR and the Ads Standards Council formalized a partnership on July 16, 2025, requiring gambling-related advertisements across television, radio, digital, print and outdoor platforms to undergo ASC review and approval before public release1. The regulator also welcomed the Philippines' removal from the Financial Action Task Force gray list in February 20251.
What happens next
CF Mandaue is scheduled to transition to a revenue-sharing property in the first semester of 20261. PAGCOR's annual report also refers to a 25-year lease agreement signed in December 2024 covering its 13-hectare Nayong Pilipino property, part of a project to build a permanent home for the agency1. No further changes to the CF Majesty site have been reported.
