Casino Filipino Mandaue ended operations on June 18 as a 100% PAGCOR-run site, the Philippine Amusement and Gaming Corporation said in its 2025 annual report. The property will transition to a revenue-sharing arrangement in the first semester of 20261.

The closure was one of several changes to PAGCOR's Casino Filipino network during the year. CF Tagum and CF Grand Imperial Opol, both under CF Grand Regal in Davao, ceased operations on February 15 and April 30 respectively1. CF Mactan Isla was temporarily suspended on September 13, and CF Midas in Pasay closed on December 71. New sites opened in the same period: CF Majesty in Mandaluyong City, under Satellite Operations Group 4, began operations on August 16, and CF Dragon Royale in Bulacan officially opened on November 171.

PAGCOR reported total revenues of Php106.03 billion in 2025, a 5.09% decline from Php111.71 billion the previous year. It attributed the softer result to weaker land-based gaming earnings, stricter controls in the online gaming sector, tighter payment regulations and enhanced oversight. The agency said the year-on-year decline was also influenced by the offshore gaming ban, as that segment contributed nearly Php3 billion in 2024 but was no longer part of its revenue base in 20251.

The regulator also cut fee rates for Electronic CASINO Games (eCASINO Games) from 35% to 30% effective January 1, 2025, and lowered rates further to 22% for eCasino Games operated by integrated resorts to help offset the higher operational costs of brick-and-mortar establishments1.

What it means for players

For anyone who gambled at Casino Filipino Mandaue, the venue is no longer operating under PAGCOR's direct management. The report does not say whether play continues at the site during the transition, or what a revenue-sharing property will look like for customers, so those details have not been reported1.

The wider pattern matters for players in the Philippines: the state operator is closing some Casino Filipino branches, suspending others and opening new ones in the same year, so the venue list is shifting rather than simply shrinking. PAGCOR also lowered eCasino fee rates and launched an Online Self-Exclusion Application on October 1, 2025, alongside a "PAGCOR Guarantee" website launched on June 18, 2025 where the public can check the legitimacy of online gaming providers1.

What happens next

PAGCOR says CF Mandaue will transition to a revenue-sharing property in the first semester of 2026. No specific date, operator or terms for that transition appear in the report1.
