Singapore Pools (Private) Limited issued Version 2.0 of its General Terms and Conditions of Sale, dated 27 August 20241. The document governs all bets and wagers placed with the company and related services through its website, its mobile and other electronic applications, its branches and outlets, and any other means of retail sales it may make available2.

The terms state that the typical modes of payment accepted for the stake and the GST payable on it include cash, debit card, ATM card, PayNow, PayLah! and deduction of funds deposited in a remote betting account opened with the company1. The company and its authorized retailers may suspend or remove any of these modes "in its sole and absolute discretion, at any time, and without offering any explanation"2. Where a payment service provider is involved, the customer bears all transaction fees and other fees on the payment1.

On money paid out, the typical modes include cash, check, transfer by PayNow to a bank account, and crediting of funds into a remote betting account1. The company may determine the mode and manner of payment, including the payment of prize monies, the locations for claiming prize monies and limits on the quantum that can be claimed at those locations, or the refund of bets2. On PayNow specifically, the terms state that the registered PayNow ID the customer provides is treated as the intended recipient, and that payment to that ID extinguishes any payment obligation the company has for those funds1.

"The Company and its authorized retailers shall have no duty to and shall not be required to take any steps to verify or seek any other confirmation from any party as to whether such registered PayNow ID is the intended recipient"

The document also states that the company reserves the right to refuse a request to place bets or wagers without giving any reason, that bets and related services are provided on an "as is" and "as available" basis without warranties, and that the company reserves the right to change or vary the terms in its sole and absolute discretion1. In the event of a conflict, the Account Opening and Operating Terms and Conditions, the respective game rules, and the Website and Mobile App Terms and Conditions prevail over these Terms and Conditions of Sale, in that order of priority1. The terms are governed by Singapore law, with the courts of Singapore having exclusive jurisdiction1.

What it means for players

The terms apply to anyone placing bets with Singapore Pools, whether at a branch, through the website or through the mobile app, and cover the Singapore Pools retail betting shops, 4D and TOTO business as well as lottery products. For players, the practical points are the payment and collection rules. Fees charged by a payment provider for a transaction are borne by the customer, not the company1. Prize collection is not automatic: the company decides the mode of payment, where prizes can be claimed and the maximum amount claimable at a given location2. A PayNow transfer to the ID a customer supplies is treated as settling the company's obligation, even if that ID does not belong to the intended recipient1. The company may also decline a bet without giving a reason1. General rules on who may gamble in Singapore are set out in Can I gamble in Singapore?, and account holders can review how to open a Singapore Pools account and football betting bet types and limits.
