CF Capital, operating under the name CF Angeles, commenced operations with 110 electronic game machines (EGMs) on June 22, 2022, according to the Philippine Amusement and Gaming Corporation's annual report for that year1. PAGCOR is the state-owned corporation that regulates and licenses casino gaming in the Philippines1.

The CF Angeles launch was one of a series of Philippine gaming venue openings PAGCOR recorded in 2022. The report lists Nustar Resort and Casino in Cebu City opening on May 8, 2022, and a further operation beginning on July 15 with 132 EGMs1. It also records the start of operations of Winford Resort & Casino Manila in Sta. Cruz, Manila on October 7, 20221. The report does not name the operator of the July 15 launch.

The same report gives PAGCOR's wider 2022 figures. Philippine gross gaming revenue reached Php214.33 billion, an 89.52% increase on 2021, while PAGCOR's own revenues rose 66.16% year on year from Php35.48 billion to Php58.96 billion1. Net income was Php4.44 billion, against Php203.57 million in 20211. Casino Filipino slot machine operations posted a 72.02% GGR increase to Php8.46 billion, and table games operations recorded Php5.70 billion in GGR1.

The report also covers the shutdown of E-Sabong, the online cockfighting product. It states:

"A Memorandum from the Office of the President dated May 3, 2022 directed all licensed E-Sabong operators to shut down gaming websites and cease gaming operations"
PAGCOR Annual Report 20221

PAGCOR said aborted E-Sabong operations registered Php2.02 billion in income1.

What it means for players

CF Angeles adds one more licensed electronic gaming venue in the Philippines, in the same year that Nustar in Cebu City and Winford Resort & Casino Manila opened1. For players, the practical effect is a wider set of PAGCOR-licensed locations at which EGMs are available, alongside the Casino Filipino chain that PAGCOR itself operates1.

The report does not set out entry rules, minimum ages, permitted games or identification requirements for CF Angeles, and none of that has been reported. Players in the Philippines can check the PAGCOR guide for how Casino Filipino venues work, and the Philippines gambling guide for the wider legal picture. The casinos and integrated resorts guide covers entry and play rules across the region.

The E-Sabong shutdown is the other change with direct consequences. Licensed online cockfighting websites were ordered closed from May 2022, so any site still offering that product is not operating under a PAGCOR license1.

What happens next

The report records PAGCOR's own next steps rather than any for CF Capital. PAGCOR turned over Php1.95 billion in declared 2022 dividends to the National Treasury on May 15, 20231. It also released Php748.8 million in 2022 for the construction of Multi-Purpose Evacuation Centers nationwide, and set out a strategic roadmap for 20231. No further expansion plans for CF Angeles are reported.
