Permitted Betting Activities

Under the current legal framework, the following betting activities are permitted: Betting is allowed on international football games recognized by FIFA and other relevant authorities. Wagering on horse and greyhound races is also legal, with specific regulations governing these activities.

Licensed Operators

The government has authorized specific operators to conduct betting activities. For example, only one operator is granted the investment registration certificate for football betting. It's crucial to place bets through these licensed entities to ensure compliance with the law.

Online Sports Betting

Currently, online sports betting in Vietnam remains largely prohibited. While some Vietnamese citizens access offshore online betting platforms, this practice exists in a legal gray area and is not officially sanctioned. The government has blocked numerous gambling websites in the past and continues to monitor online betting activities.

Penalties for Illegal Gambling

Engaging in unauthorized gambling can lead to severe penalties, including fines ranging from VND 20 million to VND 100 million, non-custodial reform, or imprisonment. The severity of the punishment depends on factors such as the amount wagered and prior offenses.

Future Developments

The Vietnamese government is continually assessing its gambling regulations. Recent discussions have focused on amending existing decrees to facilitate investment in sports betting infrastructure and allow internet-based betting under strict management.
